No, no iPod Touch has voice control. Though voice notes can be done, voice control is not an option. You must also have an external microphone with the iPod Touch in the first place, too.
There are apps in the app store that allow you to record sounds, and, instruments if you wanted (althogh the quality may not be great). Also with the new 3.0 firware, there is an app that comes built in, called "Voice Memo's" wich records, so you could use that if you wanted to. As for a mic, the iPod touch does not have a built in mic, but you can buy mics, that plug into the same hole used to plug into the usb computer wire. There are also mics on the iPhone headsets, wich, I beleive, work with iPod touches. Hope this helped
