That depends on the file system and the environment used. When you delete something from the console, it is intended to be permanent, although depending on the file system, you may still be able to retrieve it. In a desktop environment, files are moved to a folder akin to the recycle Bin in Windows, and can be retrieved at any time until permananently deleted.
I don't know an easy way to restore files deleted from the recyclebin but there is a solution. Usual caveat the longer you use the disk the more likely your deleted data will be overwritten.
1) Boot linux. (Live ubuntu CD is okay.) Select a seperate partition to save your data to.
2) Use the package manager to install "testdisk" Photorec. Don't worry you can install applications with the live CD if you have enough RAM available.
3) Select "paranoid" for entire files or "bruteforce" for "It's my PHd thesesis and i need it even if it was partially overwritten."
4) Select the filetype option. (Enter) Make some coffee and watch a movie.
5) Photorec and testdisk can find data on ntfs, macs and deleted or corrupted partitions also.
new "extundelete" is avalable on sourceforge unfortunately i haven't tried it and it isn't included in the package manager you must compile it.you can use file recovery program to recover deleted files, it does not matter whether it hidden. See related link for file recovery program.

Commonly use to recover a deleted file is to go in the recycle bin and restore it but if the file is deleted through shift-delete the file will not find in the bin.
