If you deleted the Recycle Bin from the desktop in Windows Vista, don't worry. All you have to do is:

Right-click the desktop

Choose "Personalize" from the menu

A window will open

Click "Change desktop icons" under Tasks in the upper left

Another window will open

Put a check mark next to the Recycle Bin and click "OK"

That should fix the problem.

If you meant that you deleted the hidden system file(s) $Recycle.Bin or RECYCLER from the root of your system, those cannot be recovered without reinstalling Vista.
