You cannot recruit the game. However, you can recruit Pokemon by completing the game until you need to investigate the waterfall. Then, Chimecho will open up an assembly and rings the friendship bell. From then on, you can recruit, other than in the expedition and the future, while the Zero Isles' Pokemon cannot be recruited as well. If in doubt, go to the menu while in a dungeon, go to others and go to recruitment search.
