You cannot ftp over to the 360 yet, however you can buy one of the many different adaptors to connect either your memory card or hard drive to your computer and transfer over USB.

You can use a program called Horizon, from this you can mod your characters stats to make his stats maxed out. You will need to download Horizon and USBXTAFEXPLORER, and then get a USB Stick/ Memory card get your game save onto it, plug it into your laptop or computer and then go on USBXTAFEXPLORER, get your gamesave, put it on your desktop then open Horizon and load your game save onto it. From there you can change all of his stats, onced you are finished doing that you will need to 'Save, Rehash and Resign', unplug your device and plug it back into your xbox. Now you should have maxed out stats for your oblivion character.

Yes, you can mod Fallout 3 and lucky it's not to complicated. Simply download Xplorer360 or (what I recommend) Xport 360. You also need to find a Fallout 3 save editor, or the G.E.C.K. modded for use on the 360. Once you have everything you need (including some sort of transfer cable, of course) you just follow the instructions, and enjoy your mods. Also there is an EXTREMELY small chance you will get caught, because if you do it right they will never be able to detect the mods. You can only accomplish this if the save data file is compatible with the XBox. You must transfer the data from whatever drive it is being held in to a USB drive. Once accomplished, you now have your Fallout 3 save data with you and can transfer it to anything that can read it.
