Start up with R key pressed or Option key pressed.
You will get optional start-up disks. Either you can recover from a back up disk or a Recovery disk.
There are several back up options which can create external copies of your main hard drive, which can be used to recover a total drive failure. These include Disk Warrior and Carbon Copy Cloner for example. Apple's Time Machine can also help recover lost files.

Either use the instal disks that came with your computer, or hold down the option key when booting up. The emergency system will be one of the choices of startup systems. You can reinstall from there.
