It is in the throttle body.
For the VIN "T" 5.3 liter V-8, the fuel pressure regulator is mounted in the center of the fuel bar on the driver's side of the engine.

It is part of the fuel pump module in the tank.
If you look at it you will see a vacuum line hooked to it, while the engine is running unplug it and the engine sound should change. If it don't then the regulator is bad. You can also hook up a fuel pressure gauge to the fuel line and read what the pressure is while engine is idleing and then unplug the regulator and the fuel pressure should go up a few LBS. If not replace regulator.
Passenger side, attached to the top of the fuel rail by a clip (located underneath the regulator between the regulator and the fuel rail). It also has a vacuum line hooked up to it leading to the back of the intake.
REMOVAL PROCEDUREIMPORTANT: Three styles of fuel pressure regulators and fuel rails will be used in this model year. Each regulator has a different footprint that consequently changes the size of the receiving port on the fuel rail. The regulator retaining clips are specific to each rail-regulator design and cannot be interchanged.Remove the engine sight shield.Relieve the fuel system pressure. Refer to Fuel Pressure Relief Procedure.Disconnect the fuel pressure regulator vacuum line.Clean any dirt from the fuel pressure regulator retainer and the surrounding area.Remove the fuel pressure regulator retainer (8).Remove the fuel pressure regulator (9).Ensure none of the following parts are still in the fuel rail:Backup ring (10)Regulator seal O-ring (11)Regulator filter (12)Regulator seal O-ring (13)INSTALLATION PROCEDUREEnsure that the NEW fuel pressure regulator retainer is the correct one.The tabs (1) are used on the straight vacuum port retainer (2), and the E85 straight vacuum port retainer (3).The angle vacuum port retainer (4) has no tabs.Install the following parts onto the fuel pressure regulator (9), if necessary:Backup ring (10)Regulator seal O-ring (11)Regulator filter (12)Regulator seal O-ring (13)Lubricate the fuel pressure regulator O-rings (11,13) with clean engine oil.Install the fuel pressure regulator (9).IMPORTANT: Whenever the fuel pressure regulator is removed from the fuel rail, NEW O-rings and NEW retaining clips should be used on reinstallation.Install the NEW fuel pressure regulator retainer (8).Connect the fuel pressure regulator vacuum line.Tighten the fuel fill cap.Inspect for leaks.10.1.Turn ON the ignition with the engine OFF, for 2 seconds.10.2.Turn OFF the ignition for 10 seconds .10.3.Turn ON the ignition, with the engine OFF.10.4.Inspect for fuel leaks. Install the engine sight shield.
