When you remove the flywheel, about half of it will be in the groove of the flywheel and the other half in the groove of the crank. Ascrewdriver will push the pieces ou easily. On a Briggs install flywhhel first, line up slots and insert new key pushing with a screwdriver or other suitable object to seat. Tighten flywheel nut securely.

Sounds like you have a broken shear pin. Check those first.

With the engine turned off grab a hold of the impellers. Try and spin each section there are 3 sections if you can move and 1 of the sections that's where the sheer pin is broken .
