Mist the popcorn with water. Do not flood it, spray it. Give it a few minutes to soften and scrape it off with trowel or floor scraper. It should come off easy. Wear a respirator, it isnt good to inhale this stuff. You may have to consult your local city to find out where to dispose of it. It may be considered hazardous waste.
Popcorn ceilings may have high levels of asbestos if built in the 1970's or even early 80's Unless the home is newer, be sure to send a sample to a lab for testing The lab will give you instructions on how to collect samples. Shouldn't be very expensive (under $100) depending on lab. Getting rid of theses ceilings looks much better. You will have problems if the ceiling has been painted - won't wet
Additional thought. We solved the problem by lightly dry scraping the popcorn and then applied multiple coats of fast setting drywall compound and sanded between each coat after the secound one. The kitchen was done over two years ago and still looks great. We used the 45 and 90 minute types.
The tile was put in place after it was functional, you should be able to remove it with out shutting down the water supply.
You'll need to replace the small pull-switch inside the light housing. You can buy them at most "home improvement" stores. Beware though: there are LOTS of wires inside the housing. Also: TURN OFF THE POWER TO THE FAN!!!! Take The Caps Off The Bottom Of The Ceiling Fans. Remove The Broken Switches. Buy New Ones. Replace The Switches. Replace The Caps. If It Proceeds, Its The Fans. Remove The Fans Themselves. Replace Them.
That is not necessary.

My uncle is a painter and he said you will probably have to repaint ceiling but first user a Kilz primer to cover the oily stain then paint ceiling.
