I have a 1998 Grand Prix and in order to get the metal mounting bracket off of the mirror you have to take a flathead screwdriver and stick it into the very end slot and gently pry up until the metal bracket lifts up above the lip. Then you take the flathead screwdriver and stick it into the opposite end slot and slowly lift up and the metal piece should slide right out. Be very gentle so that you do not break the plastic.

If you can't remove the metal mount, why would you want to remove it to reglue it back on? Because you might want to place it in a different location, because of height of driver, or in my case , I own a driving school and we have to place another rearview mirror for our instructors. When we sell the cars we must remove the second mirror and the metal(baseplate) . I also would like to know a good way to remove this baseplate
I'd personally leave it to a professional, but if you insist on doing it yourself, just remove the screws holding it in, remove the electrical wires carefully, then connect wires to new side mirror and install the new one exactly the opposite of how you un-installed the defected side view mirror.

I've got a 99 Grand Prix and I'm not sure they're the same. On mine you have to remove the interior door panel and pull back a little insulation...at least enough to get at the nuts. There are three nuts that need removed. There is a center Torx screw that you can leave alone. Unhook the power connection and it pulls off.
