I'm assuming its a 2-strike. Look under the bike, where the fuel cable connects to the carburetor; you should have a gold plated screw, or a large screw of different color that should be connecting the two. Simply cut/saw the screw off and you're good to go, bike should start fine.
Generally speaking Super Pocket bikes have Honda Clone 110cc engines. They do not have governors on them.
On most pocket bikes, there is no speed Governor. They are just slow. The only Governor on a pocket bike is the lack of displacement, horse power and a transmission.

The governor is the screw by the throttle on the hand grip take it out and no more governor.
You can't. and why would you want to ruin the fun of speeding? do you know how many people would kill to have there govenors off their scooters?
The difference between a scooter and a pocket bike is the speed capability. The pocket bike is small in size but it can achieve speeds over 80 mph in some cases. The scooter has a governor that does not let it go past 45 mph in most cases, and the motor is not set up to run fast like the pocket bike.
It really depends on what kind of bike you are getting, but normally, a pocket bike is bigger.
