a brake caliper tool (really)
First make sure you use a screwdriver or brake adjusting tool to back the pads away from the drum through a slotted hole on the top back of the plate that holds the brake cylinder. Then tap the drum with a hammer carefully wearing glasses.
best answer is take it to a brake shop it's not something that should put your life on the line for. but if you have to do it you will need a Chevy brake tool or an Allen wrench to remove the calipers then its simple to switch out pads. drums again I recomend a shop.

Try beating on drum with a hammer while exerting pressure on the opposite end with a screwdriver or pry bar If this doesn't work you may have to get a gear puller
To remove a stuck brake drum you will need to use a brake drum puller to get it off. Many auto parts stores have a loaner tool program where you pay a deposit for the tool and get your deposit back when you return it.
...remove brake drum, shoe and parking brake attachment... remove springs with special brake spring removal/installation tool... you may need new drums or resurfacing.., also new drum brake hardware (i.e. springs)... when you have all the springs off you can see the wheel cylinder on the north portion of the back drum.., remove it by first loosening the brake fitting to the cylinder using a 7/16" Flare Nut Wrench... then remove the cylinder mounting bolts located on both sides of the bleeder screw... reinstall... make sure to spray brakes with brake cleaner before and after service... Enjoy! (you may also want to invest in a large SOFT hammer to get the drums off)
