Soaking items in white vinegar is the most recommended method. You can purchased heavy mil plastic ziplock bags and immerse the pan in the white vinegar, turning it often and carefully to coat surfaces as needed. As it took time to get the deposits built up, it will also require patience to get them off. Another method is to use toilet bowl cleaner, like Zep from Home Depot, but since it more of a chemical and these are pans, I would not recommend this at all.

I have had success taking muranic acid in a squirt bottle and squirting the calcium. Let sit for a few minutes and then use a metal brush to remove. On thicker calcium build up sometimes have to apply 2 or 3 times till all gone.

Don't use a metal brush on swimming pool tile the tiny flecks of brush will rust stain the plaster. Don't let anyone sand blast or glass bead blast, that will pit the tile. Also be extremely careful with acid.

Can you and should you are two different things. You could, but you wouldn't be happy with your results. It's always best to remove all old floor covering prior to installing new ceramic tiles.
