Grab the the lighter with your thumb and index finger and pull. If you actually want to remove the complete unit you will need to remove the lower plastic panel from under the dash. You will then have to lay upside down and reach up inside the dash to remove. I believe it is a metal clip, which you slide out to remove. It's a lot easier to just cut the wires off and install a generic accessory lighter. They typically come with a mounting bracket and can be easily mounted any where you want.
Change the fuse, check the wiring, change the element.
I don't know what you mean by "somet"? The cigarette lighter socket has to be removed, did you remove it? Did you take out the three screws in the panel below the instrument cluster?
Short in the wiring or the lighter socket is defective.
I believe the first step is to be sure what the problem actually is by attaching your test light clip to ground and poking the pointy end at the center in the bottom of the socket where the lighter element plugs in. While the key is on you should have power and the test light will light up. If it doesn't light up use your test light to check the fuses, if you find any broken fuses replace them and check the lighter again. On my '89 Camry the lighter didn't work and I had to remove the radio to find that the wire that goes to the back of the lighter had come disconnected. In your case I suspect that you will solve the problem by purchasing a new lighter element and/or replacing the fuse because it is very seldom that anything else goes wrong with the cig lighter.

In my 89 you need to remove the wheel and the inside wheel housing, to get full access to the antenna.
Remove - battery cable Raise and support vehicle Remove wiring at top of starter Remove starter mounting bolts Remove starter
See layout diagrams here: http://www.fordmondeo.org/wiki/images/8/89/Glovebox_relays.jpg The cigar lighter is F68 at the top of the far left column
First pop off the bezzel that goes around the shift knob, then there are a few Phillips head screws on the front, and sides of the actual console, disconnect the cig lighter, and e-brake sensor, and you should be good to go.
