I would NOT under ANY conditions remove the governor from ANY engine. The governor is there to protect the engine from being overrevved. Doing so will void any and all warranties on the engine. It can also make the engine rev out of control. That means the engine may not stop when the switch is turned off. Removing the governor also makes the engine unsafe. The engine is designed for a maximum speed of no higher than 3600 RPM. By removing the governor the engine can rev to over 8500 RPM. That is VERY dangerous for many reasons. First the engine can throw the connecting rod out the side of the block hard enough to seriously hurt you or other people. Second the engine could overheat and seize up. Third if you live in an area such as California it may be ILLEAGAL to modify the fuel/air intake system exhaust system ignition system or rev limiter(governor) due to the possibility of increasing the emissions to an illeagal level. Think about it. If it was a good idea to remove the governor why would it be there in the first place? However if you are willing to take those risks the procedure is very simple. Just leave the governor inside the crankcase and disconnect the linkage from the carburetor. That will make the engine run full speed all the time. I hope that this helps.
