You need to remove the grill and then the headlight assemblies. I had to remove the battery as well to get at the last bolt for the headlight assembly. There are about 6 bolts and 4 preasure clips holding the grill on.
Remove Front Grille. Remove Electrical Connectors. Remove Bolts (3 ea). Pull out Headlight Assembly.
Begin by removing the wiring harness from the back of your 1997 Pontiac Bonneville headlight. Remove the headlight assembly retaining bolts. Reverse the process to install your new headlight.
After removing the 2 bolts...remove the side marker light as well, then slide the headlight assembly toward the fender(about 1") then pull towards you, to release it from the frame. It should pop right out on top of you.
Open the hood. Locate the access ports on the headlight cover panel. Open the ports by prying the ports open. Remove the bulbs/connectors from headlight and turn signals and marker light. There are now 3 locking c clips that go around the mounting and ajustment posts. Pull up on these with pliers. Remove the assembly.

Are you entirely sure there _is_ a headlight cover?
I have a 1997 Plymouth Neon. The way to replace the headlight bulb is: 1. open hood, and disconnect the wiring connector from the headlight bulb socket. 2. Turn the bulb socket retaining ring counterclockwise and remove the bulb and socket assembly. 3. Pull the bulb out of the socket assembly. 4. Reinstall the bulb and socket assembly in the light housing. Turn the retaining ring clockwise to secure the bulb in the housing.
The headlight assembly does not need to be removed in order to change a light bulb. Take hold of the light bulb connector. Push the connector in and turn to the left at the same time. The light bulb will come out.

There are 2 hex shaped rods protruding from the top of the headlamp assembly. You can see these above the headlight after you open the hood. Just use a small socket (5/16" I believe) and unscrew these 2 rods and the headlight assembly can be removed . . . (it drops out of the front) . . . thereby exposing the headlight bulbs.
Yes, it just pops off.
