To repair the instrument cluster in a 1995 F250 diesel, first, remove the cluster by unscrewing the dashboard trim and disconnecting the wiring harness. Inspect the circuit board for any damaged solder joints or components, and reflow any faulty solder with a soldering iron. Replace any burned-out bulbs or malfunctioning gauges and reassemble the cluster. Finally, reconnect it to the vehicle, ensuring all connections are secure before testing the functionality.
Depending on the year, but i have a 95 and there are screws going around the outside ov the door panel remove those
If it is anything like the older versions IE 95, 96 neons, you may have cold solders on the back of the instrument cluster where the connections are made. To fix what you do is remove the instrument cluster (pop the cover and unscrew the cluster) put it on a bench face down you will need to unscrew the printed circuit board off of the instrument cluster, and take a soldering iron and heat the solders opposite the connectors until they melt than let them cool and reinstall it back in the vehicle. This should solve your problem it did mine on a 95 & 96 neons. There is a good description of where to solder the board on this page, type it in and see: http://www.neons.org/modules/news/article.php?storyid=18
You need to remove instrument cluster. And the whole dash to access heater box. The heater box case has to be slpit in half to access heater core. A very timely and frustrating job. Take to a professional is what I recommend.

You don't have to take out the instrument cluster or steering wheel. If you take off the panel below the steering wheel, you can see up and behind the instrument cluster. The speedo cable is attached to the gauge with a white plastic clip, which can be gently pried off with two flathead screwdrivers. Then you can pull it through the firewall.
