without shattering it, no way, there are 2 screws at the bottom, take those out and pull it to you gently then lift up, if you didnt crack it Im amazed.

Look to the left of your steering column where the hood release is. Behind the hood release is a small, plastic panel. Remove it, and the fuse panel is there and can be rotated down for access. This answer is applicable to 1999-2005 Mazda Miatas.
The AC relay on a 2001 Mazda Miata is under the hood. It is in the fuse box on the passenger side of the engine compartment.
We have a 1995 Miata and the horn stops working from time to time. If you lift the hood, right in front of the radiator, the horn plugs in. I just re plug it when it happens. I hope this is what your miata is doing.
The Miata horn is located 6-8" to the left of the hood lock assembly towards the passenger side. It is held by a single bolt that also grounds the horn for electrical signal. The horn is hidden behind the bumper. Remove this bolt and you will be able to remove the horn by reaching up inside the mouth of the car. There will be a single, black electrical spade connector that is removed.
The horn is right in front of the radiator, on the passenger side on the 2000 Miata. You can see the bracket holding the horn, just to the left of center next to the hood locking mechanism.

Remove the fuse and look to see if it is blown. If you cannot tell by looking check it with an ohm meter.
