First put her in a head-catch or head gate and squeeze chute. Get a good pair of tweezers or forceps and a dish to put the quills in. Grab the quill at the base of the point of penetration (which is close to the skin) and quickly pull out in the direction the quill is pointing out. The quicker you pull each quill out, the less it will hurt. Let the cow settle down if she's throwing her head around, and continue to pull them out. If she won't let you pull them out (especially if they are on her nose and muzzle [ouch!]), put a halter on her and tie her up to the side of the chute so she don't object to your attempts to help her out.
