To remove a staircase you will first have to remove the posts, and the rails. Use a drill to remove the screws, and then use a putty knife to break pry the glue away from the pieces. Remove the bolt that attaches the rail to the stud. Remove the carpet or stair treads. Remove the frame along the steps.

If it is water based paint, use some Oops or Goof off to soften the paint, then scrape as much as you can off with a plastic spatula or putty knife, Once you've removed all you can, rent a commercial carpet cleaner to remove the residue.

Soften it will fingernail polish remover and scrape with a putty knife. It should come off relatively easy.
Typically installed carpet is removed by carefully removing the small piece of moulding (1/4 round) at the bottom on the baseboard. Its probably pressing down on the carpet to keep it in place. Gently pry the moulding off with a flat screwdriver or putty knife. Do not remove the baseboard. When its off, you can see how the carpet is fastened to the floor. If its a metal strip around the edge, pry it up to release the carpet. You can cut the carpet with a razor knife to make it easier. Be careful not to cut the flooring underneath - it might be nice wood flooring or tile that you would like to keep.
