you need to buy a steering wheel. {Cheap at auto part store} remove your horn cover screws from behind the steering wheel. attach the pully, screw it in and it will pull the wheel off.
you have to remove the motor mount and power steering pump
Removing the steering wheel is a difficult task to do by hand alone. A person needs to buy a steering wheel puller, follow the directions on the package, it will help remove the steering wheel by apply pressure to the middle of the steering wheel and by pulling the rest of it up.
Check P.S. belt for slippage and/or wear
take it to your local buick dealership and they hook up a computer to it on the drivers side underneath the steering wheel

The Haynes repair manual #38025 (1420) has instructions on how to remove the steering wheel. It's for Skylarks from 1986-1995 but I think the 1996 wheel is the same. Plenty of manuals on eBay or Amazon, and dirt cheap too.
There should be an alignment mark on the steering shaft and the steering wheel.
As with any FORD, a few sticks of dynamite will get you the proper result.

Remove the panel under steering wheel. There will be 2 flashers. Replace one on right.
Disconnect the negative battery terminal. IMPORTANT. It has to be disconnected for a full minute to disarm the airbag. 2. Remove the screws holding the horn buttons on. 3. If equipped with an air bag remove the bolt from each side at the back of the steering wheel. 4. Pull the airbag off and disconnect the electrical connections. Always hold an airbag pointing away from you. 5. Remove the horn pad and disconnect the electrical connectons. 6. Mark the position the steering wheel is on the shaft with a dot of paint. 7. Remove the steering wheel nut or bolt. 8. Use a puller to take the wheel off.
