You probably have a stuck float or the carb is out of adjustment or choke is stuck on. hope this helps

1) The drive belt could be broken. 2) The rearend could be bad 3) The brake on the rearend could be stuck. (this would make the rear tires lock up) 4) The pulley on the engine or rearend could be the problem. You need to do a little investigating to see what is going on where.
Pins on the brake disk on transaxle are rusty and stuck.
Chances are that it is the brake on the transaxle that is stuck. If you look under the mower from the rear, on the right side of the transaxle is the brake assembly. There is a long rod going to it. The arm is probably stuck in the applied position. You should be able to grab it and move it to release the brakes. If it has been parked a long time with the brake applied you might have to take this assembly apart and clean and lubricate the parts. It's not a tough job.
Counter-clockwise to remove (lefty loosy, righty tighty). The nut may be pretty much stuck due to dirt, debris, time, etc, but it takes a counter-clockwise roation fo removal.
The governor is probably stuck. If you are not sure where the governor is located, follow the wire link from the carburetor throttle to the governor lever. The lever has very short back/forth movement, however it should travel freely. Clean off all debris and gunk from the area where the governor lever goes into the engine to see if that will loosen up the governor.
The starter is stuck.
The dog house on your recoil is broken or stuck. It's the thing that pops out and engages the shaft when you pull on it, it goes back in when you release the rope.
