Open up the tailgate/hatch. Look at the inboard sides of the taillightsThere are two black Phillips-head screws along the body seam, holding the assembly in. Simply remove those screws and pull the assembly straight out. If there are tailgate struts blocking the screws, you'll need to move them aside.

I just replaced the license plate light bulb on my '95 Blazer. The best way to change it is by laying down on your back looking up at your rear bumper. On the underside of the bumper, just in front of the license plate, you will find two screws holding up the light assembly. Remove those screws and gently pull down the light assembly a couple of inches so you can work with it. You will find that the light is in a plastic cover socket. Turn the light cover while holding on to the base to remove cover. Once removed, you will see a light bulb. Just pull out the old bulb and pop in a new one. Replace the plastic cover and screw the assembly back in the way you found it.
