those are really in there, just alot of wiggling. My question to you is why ? I never ever have had to replace an 80 a fuse. Make sure you disconnect the battery on that one before you do it.
There's a big honkin' hole left over when you remove the old one, and it needs to be held in with two small bolts. It's in the fuse box located on the passenger side of the engine compartment. The 80A fuse, I believe, is the hole closest to the front of the car (The radiator/battery). There should be a diagram on top of the fuse box cover that will show you where. I can get a photo of mine and send it to you if yours has gone missing. Post your email address if you need a picture.
Not 100% sure about the 98, but if it's anything like the 2003, it is likely a bolt in fuse. You will need to disconnect and perhaps remove the battery in order to reach and remove the fuse box hold down screws. Next, Slide the inner fuse panel out of the fuse box outer cover. After that, you should be be to access the two small bolts holding the fuse in place. Remove and replace the fuse, and reverse the above process. It can be quite tricky to get the inner box to slide out from the outer cover. Seems that the fuse box is Toyota's version of Rubick's cube.

Your 80A fuse may be blown. It's located in the engine compartment fuse box.
I am looking for the same answer. All of the other fuses are removable with ease. I cannot find any release. Please help me. you must take the screws out. there is one on eack leg of the fuse. I think they are are both Phillips and 10mm nut

The LCM of 5a and 16a is 80a
it is located in the fuse box next to the battery, the diagram on the lid will say. Actually, it's not labeled Airbag or SRS per se. There are a couple that are related to the light illumination, etc. But one of the main ones is located under the dash on the drivers side and it's the 15A (ECU-B) fuse. Under the hood, the 80A and 40A are in the direct line from the battery.
adding to question, computer butchered the last part - fuse #2 10a (ignition/ECC) blows every time when key turned on and 80a main has been changed also- no charging system outputwith fuse out. 10a fuse worked couple days and now blows
