LCM stands for Lighting Control Module on a Ford Crown Victoria
The headlight relay is in the Light Control Module (LCM).
All lighting is controlled by the LCM (Light Control Module)
It is located up under the dash to the right of the steering column. If you look underneath the dash in this area, you will see the plug-in the dealer uses to hook up their scanner to the onboard computer. This plug is attached to the bottom of the bracket that holds the LCM.
fuse 21 is LCM park lamps and interior illumination, autolamp/sunload sensor
The 1995 and newer Crown Vics don't have normal flashers, they have a Lighting Control Module (LCM) that contains relays which control the flashing.

In the 1999 Crown Victoria the LCM, Lighting Control Module , contains the relay for the turn and hazard flashers. This located under the dash.
Had the same problem. Exchange the LCM (Lighting Control Module), which is located under the steering column, togehter with the Mulitifunction Switch (turning lights, wiper control lever). See: http://www.p71interceptor.com/lcm/ fo info.. The earlier models used a circuit breaker in the fuse block that can go bad and cause the lights to flash or it can be the "lighting control module" that is at fault..
Just found website that has the answer. I am having the same problem. In the fuse box is a spot for a canister type flasher relay, but there is no wiring for it. The flasher relay is located on the lmc or the computer board. Here is the website that has pictures.http://www.p71interceptor.com/lcm/
Your Car has a LCM (Light Control Module) and it sound like the relays are going bad. You will need a new LCM or have it rebuilt.
