not sure how old this is but I'll answer it. when ur looking at the back of the car on each side of the back of the rear wheel well you'll find a Phillips head screw holding the bumper on there. then under the car you'll find 2 10mm bolts. ok now the fun part, you have to open the trunk and remove the carpet covering from the back and along the bottom you'll find 4 10mm bolts, one on each side and two sort of in the middle. then you sould be able to wiggle it free, but be warned, its very hard to get it back on once its off.

Four bolts - two in front, two in back. Lefty loosy. Voila.
To remove the front bumper from a Celebrity: 1. Raise the vehicle as needed and put on stands. The parking brake should be on. 2. Remove the end covers 3. Remove the valence cover. 4. Remove the nuts that hold the bumper to the mounting struts. Be careful to avoid having the bumper fall off onto you. 5. Remove the bumper. Reverse these instructions to put the bumper back on.
Remove the two Allen bolts at the rear end of the seat with a hex wrench, then slide it back.
remove the number plate lamp by levering it up with a thin bladed screwdriver ,disconnect plug ,then remove the two crosshead screws holding bumper too rear wheelarch both sides, then working in side boot area undo the two 13mm nuts located inside rear panel ,then unhook one side from wheelarch then the otherside while pulling bumper back then hey presto bumper off.

* Apply the parking brake raise the vehicle and support it securely on jackstands * Disconnect the negative battery cable and disconnect any wiring that would interfere with bumper removal * From below remove the splash panel below the radiator and bumper * Remove the radiator grille and remove the headlight housings,turn signal lamps and cornering lamps * Remove the headlights and cornering lamps and remove the fasica to fender fasteners then remove the remaining fasteners and the bumper cover taking care to avoid damaging the cover and the fenders * Working under the vehicle remove the bumper beam mounting bolts Note:The bumper beam brackets can be removed from the chassis by removing the nuts from the studs at the back of the bracket or removing the foam inserts to access the front mounting bolts once the bumper cover is removed * Detach the bumper assembly from the vehicle
There are a flat head nuts on the back side of the bummer, you will need to remove these nuts then pull the bolts out. the bumper (if it has not already done so) the bumper will fall off. If you also wish to remove the braces you can do so just as easily.
Depends on if it's just the cover and if you do the remove and replace yourself. I did a 2008 Civic rear bumper cover for $250 (real Honda part) + $260 for painting. Took me about 1.5 hrs total - had to put the back of the car on stands , take the rear wheels off, remove the mudflaps, undo 6 bolts and remove the old one. Install was the reverse - needs 2 people to handle the new cover.
