Removing the gas tank from a 1991-1995 Dodge Caravan:
1] Disconnect the battery.
2] Jack the rear of the van up to a comfortable height, use jack stands for support (or ramps).
3] Remove as much of the gas as possible. Usually done by siphoning.
4] Remove the 4 screws from around the gas filler cap.
5] There are 3 bolts (10mm bolt head) located under the van by the filler tube - that hold a protector plate in place. (No need to remove this piece, just remove the bolts to allow some 'play').
6] Easy removal is aided by a car jack with a 2'x2' piece of wood under the tank prior to the straps removal.
7] Remove the two bolts from the rear of the tank that hold the tank straps in place.
8] Lower the tank slowly, and after lowering about 12", stop and remove the plug wire connector and the two gas lines attached to the fuel pump on the top of the tank.
9] Slowly lower the tank the rest of the way, and slide it out!

You can't, You must remove the fuel tank to get to the fuel pump. The pump is inside of the tank.
A 2008 Dodge Caravan has a twenty gallon fuel tank capacity.

Purchase a small inexpensive hand pump at almost any Auto Parts store and pump as much as you can out.
Should be located in the fuelk tank- may have to remove for access
The only way to change it is to remove the fuel tank to get access to it.
