If you need the location of the fuses, my '99 scudo fuses are behind the glove box. You need to press a spring clip at either side of the open glove box and remove it completely.
Open the glove box, two 5/16" gold bolts visible if you look up through the back of the box. It will take a long extension. Pop the cover off on top of the dashboard, there is one 5/16" bolt there.

To lower the glove box. There are two black plastic stop tabs sticking up past the back wall of the glove box, these stop tabs hit against rubber stops and keep the glove box from falling open. Fold these rubber pieces to the side to let the black stop tabs go by. (They are attached to the dash only on one side so as to act as a hinge point) The rubber stop on the left, is about an inch to the left of the glove box light switch. The right rubber stop is about eight inches to the right of the light switch. Remove the dampener arm on the right side of the glove box by sliding the end, up and out of a key slot type of hole. The glove box should be hanging down at this point.

1999-2003 Quest and Villager's ECM is located behind the glove box. You can see the ECM with glove box opened all the way. To access the ECM, remove the bottom right half of the dash. Few screw holds them in place so it is quick and easy.
Its located in the center on top of the a/c heater housing behind the dash and you can see it if you remove the glove box.. Book time for replacement is 1.5 hours...............
I is behind and below the right side dash insulateing pannel. according to the book,where ever that is. no really you can find the theft module behind and above the glove box. you need to remove the glove box (three bolts alng the bottom of it) and then look above where it was behind the dash.
under the glove box, lower left hand side. may not have to remove any panels. about 8-10 inches higher in fire wall than your floormats would be. i removed glove box and it was easy to see, but probably dont have to. white rectangle with plug comin out on backside. one small torx holds it on. remove that and it falls off, then unclip.
