YOUR LOCAL AUTOPARTS STORE WILL RENT YOU A PULLER AND SHOW YOU HOW TO USE IT.
You dont repair it...you have to replace it.

There is not much you can do with a bad balancer other than replace it with a new one.
take the serpentine belt off and then take the crank pulley off the balancer and then you will need a puller to get the balancer off the crank.

It is mounted on the front of the engine, Behind the harmonic balancer. You have to remove the front timing cover to be able to service the engine oil pump.
You can go to a local parts place and rent a chrysler harmonic balancer puller. I just did mine on a 2001 and it costed 75.00 and when I was done they gave me my money back. It is the only way to get it off.
