The bulbs can be replaced for the radio and heater controls on a 2000 Windstar SE by removing the plate over the heater controls. Some models need an Allen wrench for this and some models will need a Star wrench to remove the screws holding this plate on.
The blower on the back heater may need to be replaced on the 2000 Ford Winstar.
have the heater core cehecked out
take it to a shop.
A blocked heater hose could cause a leak. A stopped up heater core could as well. Or the connector in the Windstar could be cracked.

You can't see it until you remove the dash and centre console,then remove heater box and you'll find it in there

remove glove box. remove platic cover behind glove box under hood remove both heater hoses at firewall under dash remove retaining screws on heater core remove heater core reinstall is exact opposite of removal
You can replace the heater fan motor .......remove glove box, four screws hold it in.......then remove screws from motor and drop it down out of the housing.
