i assume it is the brake light that is inside the car above the parcel shelf. You will need to get a screwdriver and on the underside of the brake light there will to two holes - inside are the screws (they are there), Remove the screws and then carefully lift the plastic cover up and out of the way. Now remove the blown bulb and replace.
This isn't definitive, GM may have come up with a new better idea, but generally there are two ways to change brake lights on any car: from the outside or the inside. From the outside, locate the screws that hold the lens on, remove them, remove the lens cover, change the bulb, and reverse the process. From the inside, locate the back of the light assembly, twist and pull the socket, change the bulb, and replace the socket. Look inside first.
the owners manuel will show you that in the trunk under the light there is two screws. you remove them and lift it from inside the back seat.

Remove the cover from around the brake handle by removing the two screw in the lower front and the two bolts inside the center console. Remove the top locking nut from the cable and then turn the other nut clockwise to adjust the brake.
The bulb is probley bad are not grounded, Remove cover and check the bulb and the bulb socket. Cover may be leaking water inside. Reseal if needed.
I have a 95, which is obviously a different body type... but on mine you have to remove the plastic trim along the inside of the trunk behind the brake light assemblies. From there you can remove the plastic clips that hold various parts of it on.
Inside the trunk behind where the brake lights are are a plastic cover. Remove that and you will see one bolt. Reach in to the far side of the light and you will find the second bolt. Remove those and the brake lights can be pulled out. Now just twist the bulb holders and there are your brake light bulbs.
