To remove the ignition lock cylinder on a 1971 Cutlass, first, ensure the steering wheel is unlocked and the key is in the "on" position. Locate the retaining pin or screw on the ignition housing, usually found on the underside of the steering column. Use a small tool to depress the pin while simultaneously pulling the lock cylinder out. Once released, you can remove the ignition lock cylinder completely.
remove steering wheel with a puller, remove turn signal switch, remove tilt steering spring by pushing down and turning slightly counter clockwise, this should give you access to the torx screw . remove this screw and slide ignition lock cylinder out

remove the two screws holding face plate in center of steering wheel and remove plate. next remove large nut in center. Using a steering wheel puller remove steering wheel. next there is a pin next tothe lock cylinder. that will have to be driven inwith a hammer and a punch. lock cylinder should be able to be pulled out. installation is the reverse of removal.
Just bang your head off the steering wheel and then use a hack saw. If you do not like this method then learn how to do this simple step or pay someone to do it for you.
