On a 1999 Mercury Grand Marquis : In the passenger compartment fuse panel : ( # 16 is a yellow color 20 amp fuse for the cigarette lighter )
You have to remove door panel
First, use a screwdriver and remove the screws in the panel and remove the clips. Gently pull the panel off the door frame and remove any wire connections and pull the panel off the rest of the way.

there is a panel below the steering column. there are two screws at the bottom of the panel and on each side. remove those two screws and the panel will lift from the clips on top . the fuse panel is then exposed.
on my 1988 i had to first remove the door panel and then reach up there and hold the little bracket and then unscrew the mirror and dont forget to unplug it is electric and reverse it to re install it

1988 Grand Marquis hubcaps have a lock on them. You'll need to buy it. The center panel (with the mercury logo) comes out and you'll see a little opening that is flower shaped. That needs to turn to release the hubcap from the lugnuts.

Not very hard. You have remove the panel that is under the dash. It should be a big black panel. The switch is on the brake pedal. Remove the two wires to the switch and unscrew it and replace it and reverse the order and you are done.
Open the trunk and turn the switch off that says air ride. Or the button might also b on the front passenger side kick panel.
