If there is really no access to the fasteners, you will have to remove the engine from the vehicle.
All fuses are located under the hood by the battery junction box. ======================================================== That's the Power Distribution Box , according to the 2012 Ford E-450 Owner Guide : The fuse panel is " to the left of the brake pedal and mounted onto the lower left cowl panel " ( it has a cover on it ) Helpfull

the blower resistor is along the firwall under the hood, on the right side of the engine compartment. it is directly behind the battery, so you may have to remove the battery to get good access.
IF you are referring to the diesel motor, there are 2 fuel filters on it. 1 is located on the top front of the motor just behind the cold air intake for the turbo. Easiest way to change this one is to remove the power steering reservoir and bracket that holds it on. Then remove the wiring harness from the frame. You can then use a 15/16 wrench to remove the top cap to reveal the filter. There is a second filter/water separator located on the drivers side frame just behind the oil filter canister. As far as I can find, this is a 25 MM wrench
