It's a pretty easy process.
There are plastic retainers holding the bumper cover on right where the trunk closes at. Then there are a few in each wheel well. And there are some on the bottom of the bumper cover.
The best place to start is by taking out the bottom ones. Then the ones inside the rear fenders on each side. Then the top ones, then you should be able to then slide the bumper away from the body of the car. For extra wiggle room, you can remove the rear tail lights, this will especially help during installation. It's a straight forward job and pretty easy to do, no more than 30 min.
If you have chrome trim to transfer, then you'll spend time trying to not break the clips and will add some time to the job.
You have to remove the bumper cover, under bumper, and hood latch cradle. Then the ac condenser can be moved aside. Then remove fans and lines. Then remove radiator.
We have detailed instructions on our enthusiasts website. The bumper cover is fairly easy and we have pictures to help. www.trailvoy.com

The fuse box on a 2006 Chrysler Town & Country van is located on the left front (drivers) side of the vehicle under the hood. It is towards the front frame/bumper area and to the immediate left of the battery.
It is on the top of the rear valve cover.
You have to unbolt the entire soft bumper and remove. The dealer did this on my car to replace the headlight assembly.
The fuse box layout, for your 2006 Chrysler Sebring, can be found on the inside cover of the fuse box. The fuse box is located in the engine compartment.
Turn wheel in for easier access. Remove the two clips that hold the lower mud guard to the bottom of the bumper cover & move mud guard for access. Remove connector. Remove rear fog light cover by rotating counterclockwise. Remove spring clip & replace bulb. Re-install cover & connector. Verify operation. Re-install lower mud guard.
Behind left side fender liner toward front bumper cover
Simple. Remove three screws under the bumper (on the plastic cover located just under the fog light). Pull the plastic cover out of the way for access to the bulb. Twist 1/4 turn to remove the bulb assembly. Remove the old bulb and insert the new into the assembly. Much easier than I thought it would be.
