You insert the ignition key into the left side panel and turn it til it clicks. You can then lift the seat up. If the key is difficult to turn, press down on the seat, and it should take the tension off of the seat mechanism. To reinstall the seat, slip the front of the seat tab into slot at end of the tank and push down to snap in place. Removing the seat can be a pain. Just take your time and you can do it.
Push down on the seat while you are pulling the lever, then pull up on the seat. Edit: My 96 Kawasaki Vulcan has no leaver. You simply remove the thumb screw at the very back of the seat under the rack, then pull the seat backward till it pops free from the bracket.
