There should be a keyhole right under the taillight, turn it and pop the seat backward. Should be very simple. If not, check your manual and it should tell you exactly how to remove the seat.

Yes. The only thing to make sure of is whether you have a California version of the bike or get a California version of the tank which has additional lines for emissions.
