The dashboard on a 1991 Honda Civic is held on by several screws. Loosen and remove all of the screws. Then proceed to pull the dash out.

Take dashboard out, then remove surround around the stearing and remove to to far screws
Remove the two screws that you can see in the indentation on the top of the dash. Then remove two screws under the lip of the dash. It will take a good pull but it will come off.
