Lift wiper arm so that it is at about a 90 degree to the windshield. It should stay there. Now look near the base. There should be a little lever. You should be able to fit a screwdriver between it and the wiper arm. Pry the lever sideways and once it opens up a little you should be able to lift the wiper arm right off.

At the base of the arm there should be a little piece of metal that sticks out just enough to get a screwdriver between it and the rest of the arm. Pry the metal away and it should pivot out of the slot that holds the wiper arm in place. Once the retainer is moved, the wiper arm should pull straight off of the shaft.
Put your new fan belt around the pulleys of your 1992 Chevy Blazer. Tighten the fan belt with the tensioner pulley.
are you serious... life blade off windshield, unclip plastic fastener off the center of the wiper arm, remove wiper, replace in reverse order.
