Remove the upper and lower radiator hoses and transmission lines from the radiator. Remove the fan shroud and the upper and lower bolts. Raise the radiator up and out.
It is located where the upper radiator hose connects to the engine.
Remove both upper and lower radiator hoses and run your garden hose water through from the top opening.

Drain the radiator into a container. Remove the upper radiator hose at the engine and remove the 2 bolts in the thermostat housing. Remove the thermostat and clean the surfaces. Install the new thermostat ,upper radiator hose and refill the radiator.
Follow the upper radiator hose from the radiator to the engine. It will lead you to the thermostat housing. Drain coolant from radiator, remove upper radiator hose from engine, remove the two bolts holding the thermostat housing to engine, remove housing, remove thermostat.

At the engine end of the upper radiator hose.
# Disconnect the negative battery cable # Drain cooling system # If equipped remove the plastic shield over the radiator # Disconnect the electric cooling fan motor wires and A/C discharge lines if equipped # Disconnect the overflow hose from the radiator filler neck # Remove the upper hose from the radiator and engine block # Remove the 2 fasteners retaining the upper end of the fan shroud to the radiator and sight sheild # If equipped with A/C remove the nut and screw retaining the upper end of the fan shroud to the radiator at the cross support and nut and screw at the inlet end of the tank # Remove the fan shroud by carefully pulling the unit up and out of the car # Remove the 2 nuts retaining the top of the radiator to th radiator support if the stud loosens make sure it is tightened before the radiator is installed # Remove the clamp which secure the lower radiator hose to the radiator # Tilt the top of the radiator rearward to allow for clearance with the upper mounting stud and lift the radiator from the car.Make sure the mounts do not stick to the radiator lower mounting brackets

On your 1994 MERCURY TRACER, the THERMOSTAT is: UNDER HOOD, DRIVER SIDE, UPPER ENGINE AREA, ENGINE END OF UPPER RADIATOR HOSE, MOUNTED IN COOLANT OUTLET HOUSING. The upper radiator hose will lead you to the thermostat housing as described above. It is much easier to access if you remove the distributor which sits above the thermostat. Mark your plug wires if you unplug them.
