To remove the water pump, first drain the cooling system and disconnect the following items: the negative battery cable, air cleaner assembly, heat shield for the exhaust manifold, feed pipe for the water pump. Then install a water pump holding tool. Remove the retaining bolts and then the water pump itself.
Drain the fuel from the fuel tank. Remove the fuel line. Remove the fuel pump retaining plate. Remove the retaining plate from the fuel pump. Reverse the process to install the new fuel pump.

The fuel pump relay on a 2002 Saturn I200 is located in the engine compartment near the driver's side. It sends power to the pump and turns it off when the vehicle is not running.
Jack up the front of the vehicle. Remove the passenger side wheel. Remove the plastic mud shield that covers the engine, there are several plastic retainer pins that should pry out with a little attention to detail. Remove the serpentine belt, or at the very least, take pressure off of it enough to pull it away from the water pump pulley. Some serpentine tensioners have a square hole that accommodates a 1/2 inch breaker bar. At that point, the water pump should be relatively easy to remove/replace.
