Not really. This is because having someting notarized needs validity and since the ID is expired it is not considered valid. Unless you may be able ot find a lawyer that will give you notarization even though it is expired.

Yes you can fly with expired ID. Just bring a valid credit card to back it up! I have done so 10 times domestically in one month no problem. I live overseas (expatriate) and don't need the USA ID to drive there. I have the countries local DL.
I believe Illinois offers both photo, and non photo drivers licenses. The problem with opting for a drivers ID with no photo is that when ever you are asked to present your ID to show proof of age, it will be denied. You will need some sort of photo ID to prove your identity for legal, and recreational reasons.
