It's easiest to simply replace the overrunning clutch rather than try to repair it at home. And rather than paying well over a hundred dollars to a Harley dealer for the part, I recommend you buy from a non-boutique and save a lot of money.
Harley's starter is made by Nippondenso and is found on numerous small cars including Toyota. Do a web search for any of these part numbers and you'll be surprised at the difference from Harley's price.

The starter will not come out until the primary is removed and the started shaft bolt as well. If you are mechanically inclined, i urge you to purcahse the reapir manual. It is your best friend when doing such repairs.
