You don't. Buy new or good used seat belts. Don't try to fix them if they are not working.

I'm not aware of such a part. Chime and warning functions related to the seat belts are controlled by the SEC/timer module under the dash, which is piggybacked to the TCM bracket.
Seat belts are never repaired, replaced only.
The rear seat is not designed to be removed. You can remove the center seat and slide the rear seat forward.
To remove the seats in the Mercury Villager you first need to pull the side lever and push the seat forward. Next, pull the release strap. Lift the back of the seat until the seat clears the latch. Pull rearward and remove from the vehicle.
The rear seat does not come out. The middle seat is removable, after which you can slide the rear one up.

I'd guess that there's something wrong with your seat belts. Why don't you have a mechanic see then since it's unsafe to not wear seat belts while in a car?
