Heads must be removed, inspected for warpage and cracks, and new gaskets installed.
I have a 1995 Skylark and the gasket was replaced about 4 years ago and I've had no trouble at all. It's a V-6 3100 engine.
the local shop wanted $1400. DIY cost me about $700 for gasket set and having heads checked.

Yes it can but the intake is probably the bad guy. General Motors had alot of problems with them.
Check the lower intake gasket, or the thermostat...

I just had my intake gasket changed on my 99 Monte Carlo for the same thing. My cousin is a mechanic and has changed the same gasket on several cars with the 3.1 engine. The gasket is about $60 - $75 plus labor.
