Looking directly at the engine bay from the front of the car, the horn is located to the left of the hood lock mechanism by about 8", held by a single bolt. It is connected by a single wire that slides on to provide power. It is grounded by the bolt that connects it to the chassis of the car.
1. Check the fuse for the horn. It will be in the fusebox in the engine bay. The diagram should be on the lid.
2. Check the horn. You can do this by simply connecting a small wire directly from the positive battery terminal or power source to the connection point on the horn. Warning that it may honk!
3. Check the relay. If you look at your Master Brake Cylinder (the clearish cylinder with tan fluid in it), then look directly to the right on the fender, you should see a set of relays. Some people have a helper honk the horn while they listen for a click for the relay to engage. If the sound is too soft, you can use an ohm-meter to monitor for a power difference.
4. A final option may be the horn button underneath the steering wheel, but I'm not particularly familiar with that area.
They are difficult and sometimes impossible to repair. Go to a salvage yard and buy a used horn. Cheapest way!
We have a 1995 Miata and the horn stops working from time to time. If you lift the hood, right in front of the radiator, the horn plugs in. I just re plug it when it happens. I hope this is what your miata is doing.
The horn is right in front of the radiator, on the passenger side on the 2000 Miata. You can see the bracket holding the horn, just to the left of center next to the hood locking mechanism.

The Miata horn is located 6-8" to the left of the hood lock assembly towards the passenger side. It is held by a single bolt that also grounds the horn for electrical signal. The horn is hidden behind the bumper. Remove this bolt and you will be able to remove the horn by reaching up inside the mouth of the car. There will be a single, black electrical spade connector that is removed.
