How do you repair power door locks and power windows on a 1999 Ford Ranger that is still getting some power but the window would roll down and the locks won't lock and unlock?

youll have to replace the lock actuators. most 99 rangers used substandard mechanisims in their locks that year and were later subsequently installed with better beefier lock actuators. with the oem ones youd probably gotten round 5 years use if you were lucky. mine went 7 but i diddnt drive it for a coupple years cause of the navy. just carefully take off the door panel (there are clips that are delicate) and disconnect the door handle wireing to the switches . then youll have descent access to the lock mechanisim. with a little elbow grease and carefull thought youll get it done in no time. while the door panel is off it would be a good idea to inspect the window motor, rollers and carrige. i need to replace mine cause the carrige and rollers are wearing out. but this is typical esp is you use the windows a lot. the parts are relatively inexpensive and easy to replace as well. then when your all done in there make sure to take a mechanics mirror and inspect the bottom of the door, its a big water trap and will rust like theres no tomorrow. i suggest dumping in some leveling compound and then drilling a drain hole in the bottom / back of the door frame. since i live in a seaside and wet area i had to do that or my doors would have rusted away before the door lock went bad. hope that helps , zen
