Sounds like the rod inside the door has come loose. They are usually snapped in using plastic clips and the clips break after they get old. You'll need to pull the inside door panel and fix whatever has come loose.
--I discovered that is one common problem, but in this case the spring which reset the latch to the "closed door handle" position had broken, leaving the lock thinking the door handle was constantly being pulled, preventing the unlock button from working. I pulled the inside door panel (no mean feat when you cannot open the door) and got the lock out before I realized that little spring was a problem. The mechanism is $130 from a dealership and about $60 from automotive stores.
Because the outside handle has lost it's connection with the locking mechanism.

I have the same problem, same year of car too, I do have a manual window crank, they told me to unscrew the 9-10 screws and the outside panel comes off.
Remove the inside door panel of your 1994 Chevy Lumina. Remove the door handle linkage. Remove the door handle retaining bolts. Reverse the process to install the new door handle.
