There are a series of wires that run from the steering wheel controls to the radio. An electronic circuit could be used, to combine several controls into fewer wires.
The clockspring under the airbag is not connected or needs to be replaced! also the cruse control and radio controls in the steering wheel are probably not working
Try jiggling the steering wheel as you turn the key. Once the key is turned there is nothing left that locks the steering wheel so if you still cannot turn the wheel the problem is probably in the steering gear. Any halfway decent mechanic can repair it.
It doesn't control anything. It is the connection for the cruise switches, horn switch, radio controls(if equipped) and airbag that allow the steering wheel to turn and there to still be a connection.
