Remove the plastic housing with small slotted screwdriver. Gently remove the bulb vertically and replace with new bulb. Replace plastic housing until you hear it click into place

i reached in through the fender well and changed the bulb that way
the headlight assembly needs to come out in order to change the bulb ive had to do that to my 98 as well.
The bulb and harness twist off the back of the lens. The lens is a separate unit.

To change that bulb push the bulb down and turn to take out you may need to unscrew the cover first and replace it with the same bulb
